It is called weighted-student funding, fair funding, student-based budgeting, or backpack funding. The appropriation of the term is concerning: who could possibly oppose equity? But their version of equity involves sharing fairly in inadequate funds, putting schools in competition as “money follows the child,” and paving the way for vouchers by disaggregating education costs (or actually , education inputs) to the per-student level.
